(Purpose)

Article 1
These rules set out necessary matters concerning the Center of Information Sciences (hereinafter referred to as the “CIS”) in accordance with the provision of Article 33, Paragraph 2 of the Rules on the Organizations of Kyoto Institute of Technology (established on April 1, 2004).

(Work)

Article 2
The CIS shall engage in the following work:
(1) To conduct research on computer systems, information networks, and other fields of information sciences;
(2) To provide support for research using the computer system that is a common educational/research facility of the institute (hereinafter referred to as the “Main Computer System”), the intranet, and other IT platforms;
(3) To provide support for IT education using the Main Computer System, the intranet, and other IT platforms, and e-learning programs using such facilities;
(4) To construct, administrate, operate, and maintain the Main Computer System, the intranet, and other IT platforms;
(5) To ensure information security; and
(6) Other work relating to information sciences.

(Organization)

Article 3
1 The following staff members are allocated to the CIS:
(1) A Director; and
(2) Other staff members.
2 In addition to the staff members mentioned in each item of the previous paragraph, a Vice-Director may be allocated to the CIS if necessary.
3 The CIS Director shall be nominated from among full-time professors of Kyoto Institute of Technology (hereinafter referred to as “KIT”) by the KIT President.
4 The CIS Vice-Director shall be nominated from among full-time instructors of KIT by the CIS Director.
5 The term of the CIS Director and Vice-Director shall be 1 (one) year. However, the term of a substituting Director or Vice-Director shall be the remaining period of the term of the predecessor.
6 If the term of the CIS Vice-Director lasts beyond the term of the CIS Director who appointed such CIS Vice-Director, the term of the CIS Vice-Director shall end on the last day of the term of the CIS Director.
7 The CIS Director and Vice-Director may be reappointed.
8 If the CIS Director resigns during his/her term, the term of the CIS Vice-Director shall be deemed to have ended on the day of the resignation of the CIS Director.

(Appointment of the CIS Director)

Article 4
1 The CIS Director shall be officially appointed by the President.
2 The CIS Vice-Director shall be nominated by the CIS Director and officially appointed by the President. 

(Duties)

Article 5
1 The CIS Director shall be in charge of supervising the work of the CIS.
2 The Vice-Director shall assist the duties of the CIS Director.
3 Other staff members shall engage in their work under the instruction of the CIS Director.

(Establishment of a Management Committee)

Article 7
A Management Committee (“the Committee”) shall be established within the CIS.

(Matters Discussed by the Committee)

Article 8
The Committee shall discuss the following matters:
(1) Matters concerning the basic management policy of the CIS
(2) Matters relating to planning and implementing the work of the CIS
(3) Matters relating to planning and implementing the budget of the CIS
(4) Matters relating to self-checks and evaluation of the CIS
(5) Other matters necessary for the management of the CIS

(Organization of the Committee)

Article 9
1 The Committee shall consist of the following members:
(1) Directors or a Vice President nominated by the President
(2) The CSI Director
(3) Vice-director of each academic field
(4) The Director of the Information Technology Promotion Center, General Affairs Division
(5) KIT’s full-time instructors who are in charge of the work of the CIS and nominated by the President
(6) A few other members the CIS Director appoints as necessary
2 The committee members mentioned in item (5) of the previous paragraph shall be appointed by the President. The committee members mentioned in item (6) of the same paragraph shall be nominated by the CIS Director and appointed by the President.
3 The term of the committee members mentioned in items (5) and (6) of paragraph 1 above shall be until the final day of the year during which such members are appointed. However, the term of a substituting member shall be the remaining period of the term of the predecessor.
4 The members mentioned in the previous paragraph may be reappointed.

(Chair of the Committee)

Article 10
1 The Committee shall have a chair. The CIS Director shall serve as the Chair.
2 The Chair shall convene committee meetings and preside over such meetings.
3 If the chair is unable to perform his/her duties, a member who has been appointed by the chair beforehand shall act in place of him/her.

(Committee Meeting Proceedings)

Article 11
1 The Committee shall not commence its proceedings without the attendance of more than half of the members.
2 Decisions at Committee meetings shall be made by a majority of the attending members. In case of a tie, the chair shall decide the issue.
3 If the chair thinks it necessary, persons who are not Committee members may attend the meetings.

(Subcommittees)

Article 12
1 Subcommittees shall be established under the Committee.
2 Necessary matters relating to subcommittees shall be decided by the CIS Director through deliberations of the Committee and approval of the President.

(Secretarial Work)

Article 13
All secretarial work relating to the CIS shall be handled by the Information Technology Promotion Center, General Affairs Division.

(Miscellaneous)

Article 14
In addition to the matters set out in these Rules, all matters necessary for the management of the CIS shall be set out in the Implementation Rules approved by the Committee.

These rules shall become effective on January 1, 2003.

1 These rules shall become effective on December 1, 2004 (hereinafter “Effective Day” in this provision).
2 The existing members mentioned in Article 9-1-(3) and (4) of the previous rules as of the previous day of the Effective Day shall be deemed to be members mentioned in Article 9-1-(2) and (3) of the modified rules, respectively, and the term of such members shall end on the final day of their current terms.
3 The term of the members mentioned in Article 15-1-(4) of the previous rules shall be deemed to have ended on the previous day of the Effective Day.

These rules shall become effective on April 1, 2006.

2 The existing CIS Director mentioned in Article 3-1-(1) of the previous rules as of the previous day of the Effective Day shall be deemed to be the CIS Director mentioned in Article 3-1-(1) of the modified rules, and the term of such CIS Director shall end on March 31, 2016.
3 The existing members mentioned in Article 9-1-(4) of the previous rules as of the previous day of the Effective Day shall be deemed to be members mentioned in Article 9-1-(5) of the modified rules, and the term of such members shall end on the final day of their current terms.

These rules shall become effective on August 1, 2015.
